“The administration has been trying to portray this as a one-way street, that they provide all these dollars to California and somehow California is not deserving or worthy of them compared to the other 49 states,” says H.D.

“The sole reason for the reduction is more limited/fewer resources than projected in the January budget,” Department of Finance spokesperson H.D.

“The budget doesn’t include funding that would trigger the ethnic studies graduation requirement,” said H.D.

“Every California budget can be affected by forces outside of our control – whether it’s conflict overseas or an unpredictable stock market here at home,” said H.D.

Lawmakers in July added Proposition 4 to the ballot after Democratic Gov. Gavin Newsom, facing a $47 billion deficit, cut $6.6 billion in climate spending from the state budget, according to Department of Finance spokesperson H.D.
