Four other cities in California, including San Francisco, Berkeley, Oakland and Albany, already have a tax on sugar-sweetened beverages on the books, with Berkeley being the first city in the country to do so.

Rooftop solar advocates have challenged that assertion, citing statistics from the Lawrence Berkeley National Laboratory that show 39% of the owners of the rooftop panels in 2023 had household incomes of less than $100,000.

Stephen Shortell, a professor emeritus of health policy and management at UC Berkeley, said “some of that increase might occur, but at some point, it might need to be made mandatory.”

The department “will begin by thoroughly examining UC Berkeley’s apparent failure to fully and accurately disclose significant funding received from foreign sources,” U.S.
