Born Nexhmije Xhuglini in Bitolj, in present-day North Macedonia to Albanian parents, she joined the Communist Party and fought with partisan forces during World War II.

A mysterious bombing by Italian-type planes of Bitolj, Yugoslavia, which caused a stir of feeling and was followed by the resignation of the Yugoslavs' anti-Italian Defense Minister, General Milan Neditch, may have been a punishment for grotesquely pro-Greek accounts of the war emanating from Belgrade.
