The BPA has tried to introduce accreditation but take up has been poor, said Mr Occhipinti, and he called for further government regulation.

The BBC told the BPA about the problems with Syston Town Square Car Park because the operator, Euro Car Parks, is one of its members.

The BPA has said it will investigate, including looking at signage and machines.

The move to introduce the panel shows that private parking firms are "serious about raising standards but also making decisive changes to the code when issues arise", BPA chief executive Andrew Pester said.

In June, the BPA and IPC published their own code of practice which is what will be overseen by the new panel.
