The closure, which affected 270,000 journeys, was caused by "an unprecedented set of circumstances", Heathrow chairman Lord Deighton said, adding the airport's infrastructure will be made "more fit for the future".

Lord Deighton said the Kelly Review was "thorough with clear recommendations which the management team will be taking forward".

Emily Soothill, from law firm Deighton Pierce Glynn, said victims of torture and trafficking should not be housed at Wethersfield.

"Our client's focus is on his soldiers left behind in Afghanistan, some of whom have been killed while they wait for these heavily delayed protection decisions," said Dan Carey, a partner at Deighton Pierce Glynn.

Following the conclusion of the inquest, Amalia King - of Deighton Pierce Glynn - which represents Binfield's family, said Lowdham Grange "is a stark example of how leadership failures create unsafe conditions for all those living and working in a prison".
