The man, Kenneth Joseph Owen Thomas, 41, of East Liverpool, Ohio, had said online that his conviction in June on four counts related to his assaults on officers was a “huge win,” doubling down on his attacks that day, prosecutors said in court documents.

Liquid waste was being disposed of at a facility in Vickery, and solid waste was being shipped to an incinerator in East Liverpool, the E.P.A. said.

Volunteers with the East Liverpool, Ohio-based community group River Valley Organizing, were standing outside of the high school's front door passing out flyers for the group's own town hall to take place the following week.

She said Norfolk Southern will move solid waste about 15 miles south of East Palestine to an incinerator in East Liverpool, Ohio.

Norfolk Southern will also begin shipping solid waste to an incinerator in East Liverpool, Ohio, and additional solid waste disposal locations were being sought, she said.
