The government said eligible applicants could only apply if one adult had lived in Jersey for at least five years, their combined tax liability was less than £2,735 in 2024 and the household was not receiving income support.

Under the plan approved Tuesday, more than $100 million is set to flow to homelessness prevention programs, including income support for at-risk tenants and eviction defense.

Benefits recipients with the most severe health conditions will not be reassessed and will receive extra income support through a universal credit payment.

"In the face of a terrible virus that could have been even worse, measures of public health and social protection took a back seat to the needs of short-term profit in country after country. Lockdowns were too late and too little and temporarily improved income support and tenant protections were cast aside as rapidly as possible."

The guidelines outline how the money will be spent — including to create and preserve affordable housing through a new “social housing” model, rental assistance, income support for seniors and eviction defense.
