Johnson that local governments’ use of civil and criminal penalties for illegally camping on public land does not constitute cruel and unusual punishment of homeless people.

More than 800 homeowners in Pacific Palisades, Altadena and other areas affected by January’s wildfires have applied for rebuilding permits, according to a Times analysis of local government permitting data.

The motion argues that the immigration raids are obstructing local governments’ ability to perform critical law enforcement functions and depriving them of tax revenue because of a slowdown in the local economy.

He said the disaster shows the importance of coordination between federal, state and local governments as well as property owners in keeping people safe when extreme floods come.

The federal government has reimbursed the state and local governments for direct response costs and paid for their own debris cleanup, said Brian Ferguson, a spokesperson for the governor.
