The Health Secretary Wes Streeting said the plan will bring down "devastating hospital waiting lists and stop patients going from pillar to post to get treated".

He added the number of parties involved could be "depressing for a shared owner; that feeling of being passed from pillar to post and being fobbed off at different parts of the process".

"Their voices are not being heard - they are being thrown from pillar to post around all the different organisations but nobody is actually listening to what is happening to them," she said.

“The reality of how this works,” Kavanaugh said, “is Chevron itself ushers in shocks to the system every four or eight years when a new administration comes in—whether it’s communications law or securities law, competition law or environmental law, it goes from pillar to post.”

For too long, she argued, they had been "pushed from pillar to post between local authorities, mental health services, the police and youth offending teams".
